It is complete other than missing the correct base plate screws see picture. This original Boss 351 Carburetor is a core for rebuild or parts. The choke does. The solenoid has a broken wire.

The primary and secondary throttle shafts don't move. One of the three screws holding black plastic choke rich/lean adjustment is broken.
