You are buying a used untested, Rochester divorced choke Quadrajet, listed as 29202 DH dated 0229 complete pictured see picture of list number. The only thing see wrong with it is someone seems to have partially cut the throttle base plate, worked like this before and I never noticed until now. This is very hard to find in this complete of a condition see photos.
Nothing is stuck - all the throttle shaft and blades move freely. I pulled it off my 1969 Nova a LONG time ago, worked when removed but its been sitting for long now so I'm selling as-is. Assume its going to need a complete rebuild.
